ppm means parts per million, and in skincare it is a unit of concentration exactly like percent, only a million times finer. What does ppm mean in skincare in practice: 10,000 ppm is 1 percent, so a serum advertising 210,000 ppm of something contains 21 percent of it.
The unit is honest. The way it gets used is often not, because a small number written in ppm looks like a large one. Once you can convert in your head, an entire genre of packaging stops working on you.
The conversion, in one line
Divide by 10,000 to get percent. Multiply by 10,000 to go the other way.
- 1 percent equals 10,000 ppm

All three units describe the same thing: how much of one ingredient sits in the total. A cosmetic is measured by weight, so 1 percent means one gram in every hundred grams of product, and 1 ppm means one gram in every thousand kilograms.

Read down the ppb column and you will see the trick immediately. Every figure there looks enormous, and none of them changed. Only the ruler did.
Why brands reach for ppm
There is a legitimate reason and a commercial one, and both are in daily use.
The legitimate reason is precision at the small end. Writing 0.00005 percent is awkward and easy to misread, while 0.5 ppm is clean. Chemists use ppm the same way for the same reason, and for genuinely tiny inclusions it is the better unit.
The commercial reason is that ppm makes a small number look big. A carton reading 500 ppm sounds substantial. The same carton reading 0.05 percent sounds like nothing, and it is the identical quantity. Brands know which version sells, and the choice of unit is a marketing decision.

Where ppm is the correct unit
It is worth naming the places the unit is not a sales device, because they are the reason it exists.
Regulators set limits on heavy metal residues in cosmetics in parts per million. Preservatives are used at fractions of a percent and are often discussed in ppm during formulation. Fragrance allergens, residual solvents and contaminants are all measured this way, since the quantities involved are small and the precision matters.
In every one of those cases, ppm is used to describe something a brand would rather you did not notice. That is the tell. When the unit appears on the front of a carton attached to the hero ingredient, it has changed jobs.
Where the unit becomes genuinely misleading
Three patterns are worth recognising on sight.
- The inflated trace. An ingredient present in a token amount, printed in ppm so it reads as a headline. If the figure is in single or double digits of ppm, you are looking at a name on a list rather than a working ingredient.
- The unit switch inside one product. A page that gives its hero in ppm and everything else in percent has chosen each unit to flatter each number. Convert them all to one scale before comparing.
- The complex figure. A number attached to a named complex or blend rather than to a molecule. That figure includes the water, the glycerin and the preservative the raw material shipped in.
The third pattern is most common with peptides, where raw materials arrive pre-diluted and a large advertised percentage frequently describes the supplied solution instead of the active molecule. That trap is unpacked in why peptides work in parts per million.
Parts per billion, and what that scale really means
Go one step finer and the numbers stop meaning anything at all.
An ingredient at 10 ppb is present at 0.000001 percent. In a 50 mL bottle that is a quantity you would struggle to picture, let alone measure at home. Ingredients do appear at these levels, and there are honest reasons for it: a residual from another raw material, a trace that came along with an extract, or a colourant.
There is also a dishonest reason, which is putting a famous name on an ingredient list. The practical rule is short. If an ingredient is measured in ppb, it is on the list rather than in the product.
Five rules for reading any concentration
- Convert everything to one unit first. Percent is usually easiest. Divide ppm by 10,000 and stop being impressed.
- Percentages compare an ingredient to itself. Five percent of one thing and five percent of another have no relationship. Niacinamide at 21 percent and a peptide at 0.05 percent are both normal.
- Read the position, not the number. Ingredient lists are ordered by weight, and that ordering is a legal requirement rather than a courtesy. It is the part of a label nobody can dress up.
- Ask what kind of ceiling produced the figure. Some limits come from tolerance, as with niacinamide at 5 percent. Some come from solubility, as with tranexamic acid at 5 percent. They look identical on a carton and mean different things.
- Remember what the number does not describe. Every figure here is about what is in the bottle. None of them says anything about what crosses the barrier.
Why Korean cartons print these numbers at all
Concentration figures on packaging are far more common in Korean skincare than in most Western markets. That is partly a regulatory culture in which functional categories are defined by specific ingredients at specific levels, and partly a competitive habit, since once one brand prints a number the rest must answer it.

The number no carton prints
You can now convert any figure on any label. It is worth being clear about what you still cannot know.
Concentration describes the bottle. Penetration describes what happens after you apply it, and no brand prints that, because the outer layer of your skin is a barrier whose job is to keep things out. Most of what you apply stays on top, dries, and ends up on your pillowcase.
